Write a 15-page policy briefing paper laying out the issues involved in the introduction of a security technology on Small Business Administration (SBA)
implementing a facial recognition technology to verify its online applicants. The implementation of that technology should help curtail online application
fraud like the one that took place during the COVID-19 pandemic Paycheck Protection Program (PPP) and why it should be implemented. While this paper will
require extensive independent research, it should not be written as a typical research paper. Instead, you will write it as a briefing to senior officials, laying out
the policy implications of the technology (political, legal, financial, and even liability, if appropriate). It should include enough technical detail to explain what
the technology does and how it does it, but it should be concise and should not use scientific, military, or law enforcement jargon. It should also include a
brief assessment, if appropriate, of the human element in its introduction (acceptability, usability, etc.). You are trying to persuade your management (police
chief, secretary of a military service, a school superintendent, or even the White House) that this technology should be undertaken. You can argue for a
research and development program, for the implementation of an existing technology, or even for the elimination of an existing technology. Academic
