This is a “research” paper. That means you will have to perform a literature review using academically appropriate resources. What types of issues can you research? You can do research on problems facing the corrections system and explore the feasibility (evidence-supporting) of potential solutions. You can look at challenges and propose creative solutions to tackling those issues (employee shortages). You can look at calls for social justice reform which impact the prison system (like abolishing prisons) and research how pragmatic these reform proposals are, and whether the evidence supports there adoption.
