Resource Estimation and Project BaselineModule Three described scoping, planning, and scheduling considerations. There, we saw that even during

initial stages of the project, there are differences between projects managed using EVM and those not

managed using EVM. In Module Four, these differences will be exempli�ed even more as we delve into the

topics of resource estimation and project baselines with a focus on control account plans (CAPs).

CAPs can be thought of as the building blocks of a project; they are what drive our baseline ability to

integrate cost, schedule, and scope. This is because each CAP will include, at a minimum, the following key

components:

1. A speci�c work package, typically expressed as one or more tasks,

2. A timeframe for that work package,

3. The approved budget for that speci�c work package,

4. Someone that is responsible for that work package.

For instance, if you were building a house in a new subdivision, one CAP might be titled “front yard.” In this

CAP, using the same numbering convention as above, you would have the following:

1. A list of tasks, consisting of perhaps installing sprinklers, laying grass sod, planting shrubs, and pouring

concrete for a walk path;

2. An allotted timeframe of one week for completion;

3. A budget of $7,500;

4. Larry the landscaper would be in charge. This CAP would then be included as one of the many CAPs

needed to complete the entire house;

others might include “back yard,” “foundation,” “framing,” and so on. By developing several of these CAPs—

each of which is very speci�c and measureable in terms of cost, schedule, and scope—one lays the

groundwork for an EVM system.

The second milestone is due in this module. In it, you will be asked to calculate EVM measures and also

explain what they mean. Although the textbook describes the formulae that you will be using, the

supplementary videos in both this module and Module Three also provide explanations on how to derive

these measures. At �rst blush, these measures might seem dif�cult to calculate, but once you read through

the material and watch the videos, you should start to see that they are not all that complicated. That said,

you are always welcomed to post a question to the General Discussion topic (this is the preferred method, as

other students can also learn from your question) or email your instructor directly.

By the end of this module, you will have a �rm understanding of most of the basic principles of EVM,

especially in terms of the foundational components and calculations. In Module Five, we will build off of
