Logistics evaluation is important to not only to assess performance, but to improve the planning process. One tool used is the Logistics Capability Assessment Tool (LCAT). From this guide, the LCAT purpose is for use by states to evaluate their current disaster logistics readiness, identify areas for targeted improvement, and develop a roadmap to both mitigate weaknesses and further enhance strengths. The tool has been developed from the perspective of state logisticians for their benefit (see the LCAT reading for additional information).

1. Discuss each of the three phases and six steps response actions under the supply chain management process.

2. How can these six steps be used to evaluate performance of a disaster operation?

3. List at least three characteristic or evaluation criteria based on LCAT for each of the six steps that could be used to evaluate a disaster at each level (federal, state and local).
