Animal shelters are reaching or exceeding capacity, due to a decreasing rate of adoptions and pet owners having to surrender their pets due to economic conditions, as well as an increasing number of stray and abandoned animals.
The project team will identify and analyze potential programs and policies to reduce overcrowding, as well as programs to address the increasing stray population. This will be achieved through a review of legal requirements, research, and existing programs and policies in place in local municipalities. Selection among potential program alternatives or additions will be based on their level of expected effectiveness. The project team expects to consider programs such as trap-neuter-release to prevent proliferation of strays, provision of or assistance with veterinary services to pet owners in lower income communities to prevent existing pet owners from having to surrender their pets, as well as marketing abilities to increase adoptions during periods of near capacity
