A fundamental tenet of the federal personnel system is merit-based decision making. The civil service system was established to institutionalize this practice. Opponents of the merit-based model argue that the practice has gone too far (leading to an unresponsive bureaucracy) and the public sector should adopt a private sector model. Do you agree?
