It components should include but not limited to:
1-The definition,
2-An overview of eNLC, a review of the existing strategies (maybe used by states that are already affiliated) with resources to understand its potential effects,
strategies for engaging stakeholders, guidance on legal and policy considerations, and resources for monitoring and evaluation.
3-The different types of legislation that may be necessary to pass eNLC, as well as information on how to structure and implement the legislation.

6- Funding and Sustainability
7- Dissemination
